Here is how to create a tab for a new object:
Click on Setup - app setup - create - tab
Then:
1. Click new
2. Select the Custom Object you want to create a tab for
3. Select a tab style
4. Select a Splash Page custom link as appropriate (optional)
5. Select Tab visibility as appropriate (determines who will see the tab)
6. Select which custom apps should have the tab available and save
